This webinar reviews legal standards applicable to disciplining public employees for social media content, as well as a review of agency policy and procedure considerations. The webinar will reviews the 4th Circuit case Liverman v. City of Petersburg, including the Court’s analysis of an overreaching social media policy. While the underlying purpose of Liverman was to deter agencies from developing policies that have a chilling effect on First Amendment rights, the decision has resulted in a freezing effect on an agency’s ability to control its employees’ online speech. Finally, this webinar reviews such topics as: blocking, hiding, muting, removing, and policing third-party posts on an agency’s social media site.
